The SIVA Planning Tool provides a tool for effectively identifying areas where development of information and communication technology is needed. It uses the findings of the census of virtual accessibility to allow discovering areas where the development should proceed. At the same time, it allows to have a good insight to the actual costs. The SIVA Planning Tools allows simple but powerful decision making.

This report is the deliverable of Activity 5.3.2 of the SIVA project, which constitutes the second part of activity 5.3 entitled “Promotion of cost reduction strategies by facilitating the sharing of physical infrastructures for network deployment in South East Europe”. In the context of WP5, which works towards promoting the exchange of experiences, consultation processes and coordination of strategies and plans related to the development of broadband infrastructures, this report aims to put forward common policy approaches and suggested measures to maximise the use and sharing of available physical infrastructures in broadband network deployment for SEE areas.
This document, deliverable O4.2.1. of the SIVA project, aim to provide a common methodology and toolset for data sharing and aggregation on existing physical infrastructure based on a comparative and transnational analysis on the national legal provisions and on the needs, gaps and convergence field in monitoring the current availability status of physical infrastructures and related data resources in SEE countries.
In the context of activity A423 of the SIVA project, the development of a Common Cost Reduction Assessment Tool took place followed by a two-month pilot operation. University of Patras was the responsible partner for the development of the tool, while the pilot tests took place in the Regions of Western Macedonia, Crete, Molise, Kyustendil, in the city of Burgas and in the Milano metropolitan area.
