The present deliverable is part of the activities included in work package 6 of (WP6) the SIVA Project. WP6 is comprised of 4 activities aiming to address the challenge of formulating plans and strategies to achieve the set targets related to broadband development with regards to issues such as competition between providers, prices of services and the roll-out of high-speed internet. Furthermore, WP6 places emphasis on measures, including legal provisions, that need to be taken to facilitate broadband investments; this includes Structural and Rural Development Funds and how they should be better utilized for investment in ICT infrastructures and services. Finally, WP6 deals with the issues of sustainability and capitalization, aiming to ensure long lasting effects for the entire program area.
In this vein the deliverable 6.3.1 will provide a review of current funding strategies for public & private investments on virtual accessibility and orientation analysis for the planned public consultation events on public & private investments and associated funding mechanisms on virtual accessibility: The review and orientation analysis will have the dual purpose of:
The deliverable analyzes current funding strategies that are used for investments in the expansion and improvement of the broadband network. An extensive broadband network is a prerequisite for the development and provision of virtual accessibility services that will narrow the digital divide in European society. Focusing on the broadband side of virtual accessibility is in accordance with the purposes and the general context of the SIVA project.
During the research process for the present deliverable current frameworks and funding mechanisms for public & private investments in virtual accessibility in South East Europe have been reviewed. In order to facilitate review and analysis, a classification scheme of public & private funding mechanisms has been defined. Areas that will be investigated include:
