Even though it is often idealized as a technologically connected continent, Europe's broadband system is actually highly framgmented and in great need of overall improvement. The American market-led approach of facilities-based competition has resulted in greater investment in next-generation broadband technologies. Many European leaders are increasingly abandoning their regulatory approach and looking to the US broadband model.
The European Union should simplify and reduce regulation of broadband providers, remove barriers to consolidation and embrace a market - led, technology-neutral approach to broadband.

This study provides insight of the future upload and download bandwidth demand for residential broadband connections, by answering the following research question:
How will upload and download bandwidth change between now and 2020?
Dutch consultancy Dialogic and the Eindhoven University of Technology were commissioned by NLkabel and Cable Europe to carry out this study. Dialogic is an independent research consultancy, focused on innovation and specializing in telecommunications. The Eindhoven University of Technology is a large research and educational institute and has already collaborated with Dialogic on a variety of projects.
It is important to recognize that residential broadband speed demand has a very diverse character. Households vary considerably in their intensity of use, the type of applications they use their connection for, and the amount of traffic these applications generate. In this study, we address this diversity by differentiating between different categories of users and our overall outcomes are averages over these categories. While the development of the demand for upload speed is related to that of download speeds, their developmentsa are not necessarily identical. Among other things, download speeds are sometimes more critical to users as they are often "waiting" to consume content of use an applicationj, while they are typically less pressed when uploading data. However, down - and upload speeds are closely entwined.

In this study, a prospective quantitave model of bandwidth demand was developped in order to answer the research question.

Central governments and the municipalities and provinces all want to promote broadband. This document has been put together to provide a practical guide on how to initiate broadband, dynamically and responsibly. In this publication, several rules are described, together with the aproach taken to them in practice.
The above-mentioned rules include European and national rules on the role an position of the government in respect of broadband activities. For example, the European Commission has issued a number of important statements on the provision of (stait) aid to broadband projects. These statements have provided more clarity on the scope that exists for authorities in relation to broadband activities. An analysis of these statements has been included in this publication.

At a national level, the Cabinet has made a number of recommendations on how broadband can be pomoted, taking into consideration the healthy competitive market. In this guide, these recommendations will be illustrated on the basis of appropriate examples from the field. Information on these initiatives may be relevant for several projects. Incidentally, the intention was not to provide an exhaustive summary of all the various initiatives.

This document is the second in a series of reports, which have been commissioned by the European Commission and will be completed by SamKnows over a three year period. For the purposes of this study 9,467 households across the European Union were given a specially configured hardware device (SamKnows Whitebox), which runs a series of purpose-built tests to measure every aspect of Internet performance.

Together the document provides a comprehensive explanation of the project, the purpose, the test methodology and the analysis of performance against key indicators across the EU.
