The SIVA project is being funded under Priority Axis 3 – Improvement of the Accessibility of the South East Europe Programme, achieving the corresponding objectives through the Area of Intervention (AoI) 3.2 – Develop strategies to tackle the "digital divide".
According to the programme goals, accessibility is considered to be one of the prime requirements for economic development and growth and finally for territorial cohesion. It facilitates the movement and interaction of people and the exchange of goods and ideas. All these aspects are of immense importance in South Eastern Europe. Existing networks in South East Europe are in most cases heavily fragmented or face inwards mainly serving single states and regions. In most cases these networks are of inferior quality, with a high congestion of existing infrastructure but without the development of viable alternatives, and cannot cope with the constant increase in transport needs. The objective of this priority axis is to promote physical and virtual accessibility to the programme area.
Overall, the South East Europe Programme aims to develop transnational partnerships on matters of strategic importance, in order to improve the territorial, economic and social integration process and to contribute to cohesion, stability and competitiveness of the region. For this purpose, the Programme seeks to realize high quality, result oriented projects of strategic character, relevant for the programme area. The South East Europe Programme helps to promote better integration between the Member States, candidate and potential candidate countries and neighbouring countries. Regional cooperation in South East Europe is essential, regardless of the different stage of integration of the various countries. The stability, prosperity and security of the region are of significant interest to the EU.
